What the tribunal said
The tribunal determined the market rent based on its expert knowledge and comparable local two-bedroom properties. It disregarded an optional monthly residency membership fee paid by the tenant. Due to tenant hardship, the effective date of the new rent was delayed to the date of the tribunal decision.
The property
The tenant carried out internal redecoration and replaced kitchen pillar taps. A photo showed unsecured carpet at a doorway. The tribunal made no adjustment for property condition.
