What the tribunal said
The tribunal based its valuation on open-market comparables, notably an identical flat in the same building let at £1,200 pcm. The tribunal determined that the market rent for the property modernised and in good order was £1,200 pcm and made no deductions for condition, EPC rating, furniture, or parking as these factors were reflected in the benchmark open market rents for the building.
The property
The tenant cited an EPC rating of D with poor electric heating/water system, non-functional dishwasher, disrepair to window frames, and old furniture. The landlord contended window frames had superficial wear, the property was in good condition overall, and maintenance was promptly handled. The tribunal found no adjustments were justified.
