What the tribunal said
The Tribunal determined that the open market rent for the property in good condition would be £1,000 per month. A deduction of £150 per month was made to account for disrepair (including damp, loose floorboards, lack of water to the bathroom basin, and poor floor coverings) as well as tenant-provided curtains and white goods, resulting in a market rent of £850 per month.
The property
The property suffers from damp, condensation, and mould, particularly to exterior walls and chimney breasts. Windows have blown seals, handles are broken, and the front door is in poor condition allowing cold and rain. Floorboards in two bedrooms are loose. Carpets are worn or missing on the stairs. The bathroom wash hand basin has no water supply, and there is a general need for redecoration.
