What the tribunal said
The Tribunal assessed that the market rent for a comparable property in good condition would be £1500 per month. A deduction of £250 per month was made to reflect the basic nature of the ground floor bathroom and kitchen, damp issues, need for redecoration, curtains provided by the tenant, and tenant garden work, arriving at a final market rent of £1250 per month.
The property
The property is a 1940s former local authority house. The bathroom and kitchen are located in a single-storey flat-roofed rear extension prone to cold and damp. The bathroom showed evidence of past mould. UPVC double glazing had blown window seals and draughts. There was damp staining to bedroom walls and ensuite toilet from rain ingress, and rotten wood supporting the guttering.
