What the tribunal said
The tribunal estimated the open market rent for a property of this size in modernised condition with landlord-provided white goods and curtains at £1,000 per month. Deductions totaling £300 per month were made for the poor general condition, dated kitchen and bathroom fittings, and lack of white goods, resulting in a determined market rent of £700 per month effective from 10 April 2026.
The property
The property was in poor internal and external condition. Externally, render was cracked and the front door was difficult to close. Internally, there were blown window seals, an unclosable living room window, broken bathroom window handle, missing oven knob, missing splashback tiles, and a cracked window lintel. The kitchen and bathroom fittings were dated and worn. White goods belonged to the tenant. Extensive black mould was present throughout, with rising damp in the ground floor lobby, poor skirting, and a non-functioning radiator in the living room. Council environmental health had identified category 1 (excess cold) and category 2 (damp/mould/fire) hazards.
