The tribunal determined that the market rent for the property in reasonable condition was £2,200 pcm based on expert knowledge and comparable evidence. Tenant claims of disrepair were unsubstantiated. Due to evidence of tenant benefit income causing undue hardship, the tribunal exercised discretion to defer the effective date to the decision date of 12 June 2026.
