What the tribunal said
The tribunal assessed the open market rent for the property in its current condition at £1,950 per month based on comparable evidence and general market knowledge. Although the landlord proposed a lower rent based on social housing formula increases, section 14 requires determination of open market rent.
The property
Tenant claimed there was no central heating, but tribunal noted an EPC rating of B86 confirming a community heating and hot water system. No deductions were made for condition.
