The Tribunal identified baseline market rent of £1900 pcm based on comparable two-bedroom flats in the same development. It made a 15% deduction to reflect the ongoing disruption from major external construction works and the slightly aged internal condition, arriving at a determined rent of £1615 pcm. The effective date was not deferred as no evidence of undue hardship was provided.

The interior is functional but dated, with some minor mould present and outdated kitchen fittings. Carpets and curtains are supplied by the tenant.
