The tribunal determined an unadjusted market rent of £1,250.00 per month for the flat in good condition. Deductions of 10% for tenant's improvements (kitchen/bathroom cabinets and carpet), 5% for poor condition of bathroom and kitchen, and 5% for lack of central heating were made (totaling £250.00), giving a fair market rent of £1,000.00 per month. No undue hardship was established to defer the effective date.
The property
Tenant installed new kitchen cupboards, bathroom cupboard, worktop, and living room carpet. Historical leak from upstairs into bathroom caused incomplete redecoration and damage to flooring around WC. Broken locks on double glazing. Property lacks central heating (electric heating present) and bathroom and kitchen are in poor condition.
