What the tribunal said

The tribunal determined that the market rent for the property in good condition would be £1900 per month based on comparable local lettings. A deduction of £400 per month was made to account for the outdated kitchen and bathroom and general poor condition of the finishes, resulting in a market rent of £1500 per month. Due to tenant hardship, the tribunal specified that the new rent takes effect from the decision date.

The property

The flat lacks double glazing, having secondary glazing instead. The kitchen and bathroom are basic, old, and outdated. The floor, wall, and timber finishes are damaged in several areas, with the flat in a general rundown state.
