What the tribunal said
The tribunal determined an unadjusted market rent of £1050 per month based on comparable local flats. Deductions were made for the property being on a higher floor in a block without a lift, less appealing building design, and lower specification and decorative condition, resulting in a fair rent of £900 per month.

The tenant reported holes in flooring and damp in the bathroom. The tribunal noted that the flat required improvements to decorative finish and specifications to reach full market standard.
