What the tribunal said
The tribunal assessed the open-market rent of the property, assuming good order, at £1,500 per month. It deducted £200 per month to reflect poor management, dated kitchen and bath, restricted garage access, and tenant improvements, yielding a market value of £1,300 per month. As the landlord's proposed rent of £1,200 per month is lower than the assessed market value, the tribunal determined the rent at £1,200 per month.
The property
Dated kitchen and bathrooms over 30 years old, with tenant claiming the main bath is unusable. Tenant reported poor landlord management, unaddressed safety concerns, and gas/electrical issues, though unsupported by formal environmental health evidence. Landlord's relative blocks access to the garage and parking. Tenant completed redecoration and laid new flooring in hallway, toilet, bathroom, and storage.
